The objective of Working Group 4 of the COST Action NET4Age-Friendly is to examine existing policies, advocacy, and funding opportunities and to build up relations with policy makers and funding organisations. Also, to synthesize and improve existing knowledge and models to develop from effective business and evaluation models, as well as to guarantee quality and education, proper dissemination and ensure the future of the Action. The Working Group further aims to enable capacity building to improve interdisciplinary participation, to promote knowledge (...) exchange and to foster a cross-European interdisciplinary research capacity, to improve cooperation and co-creation with cross-sectors stakeholders and to introduce and educate students SHAFE implementation and sustainability. To enable the achievement of the objectives of Working Group 4, the Leader of the Working Group, the Chair and Vice-Chair, in close cooperation with the Science Communication Coordinator, developed a template to map the current state of SHAFE policies, funding opportunities and networking in the COST member countries of the Action. On invitation, the Working Group lead received contributions from 37 countries, in a total of 85 Action members. The contributions provide an overview of the diversity of SHAFE policies and opportunities in Europe and beyond. These were not edited or revised and are a result of the main areas of expertise and knowledge of the contributors; thus, gaps in areas or content are possible and these shall be further explored in the following works and reports of this WG. But this preliminary mapping is of huge importance to proceed with the WG activities. In the following chapters, an introduction on the need of SHAFE policies is presented, followed by a summary of the main approaches to be pursued for the next period of work. The deliverable finishes with the opportunities of capacity building, networking and funding that will be relevant to undertake within the frame of Working Group 4 and the total COST Action. The total of country contributions is presented in the annex of this deliverable. (shrink)

In this paper we introduce three methods to approach philosophical problems informationally: Minimalism, the Method of Abstraction and Constructionism. Minimalism considers the specifications of the starting problems and systems that are tractable for a philosophical analysis. The Method of Abstraction describes the process of making explicit the level of abstraction at which a system is observed and investigated. Constructionism provides a series of principles that the investigation of the problem must fulfil once it has been fully characterised by the previous (...) two methods. For each method, we also provide an application: the problem of visual perception, functionalism, and the Turing Test, respectively. (shrink)

The present paper discusses different approaches to metaphysics and defends a specific, non-deflationary approach that nevertheless qualifies as scientifically-grounded and, consequently, as acceptable from the naturalistic viewpoint. By critically assessing some recent work on science and metaphysics, we argue that such a sophisticated form of naturalism, which preserves the autonomy of metaphysics as an a priori enterprise yet pays due attention to the indications coming from our best science, is not only workable but recommended.

As innovations in the field of vascular composite allotransplantation (VCA) progress, whole-eye transplantation (WET) is poised to transition from non-human mammalian models to living human recipients. Present treatment options for vision loss are generally considered suboptimal, and attendant concerns ranging from aesthetics and prosthesis maintenance to social stigma may be mitigated by WET. Potential benefits to WET recipients may also include partial vision restoration, psychosocial benefits related to identity and social integration, improvements in physical comfort and function, and reduced surgical (...) risk associated with a biologic eye compared to a prosthesis. Perioperative and postoperative risks of WET are expected to be comparable to those of facial transplantation (FT), and may be similarly mitigated by immunosuppressive protocols, adequate psychosocial support, and a thorough selection process for both the recipient and donor. To minimize the risks associated with immunosuppressive medications, the first attempts in human recipients will likely be performed in conjunction with a FT. If first-in-human attempts at combined FT-WET prove successful and the biologic eye survives, this opens the door for further advancement in the field of vision restoration by means of a viable surgical option. This analysis integrates recent innovations in WET research with the existing discourse on the ethics of surgical innovation and offers preliminary guidance to VCA programs considering undertaking WET in human recipients. The free-energy principle states that all systems that minimize their free energy resist a tendency to physical disintegration. Originally proposed to account for perception, learning, and action, the free-energy principle has been applied to the evolution, development, morphology, anatomy and function of the brain, and has been called a postulate, an unfalsifiable principle, a natural law, and an imperative. While it might afford a theoretical foundation for understanding the relationship between environment, life, and mind, its epistemic status is unclear. Also (...) unclear is how the free-energy principle relates to prominent theoretical approaches to life science phenomena, such as organicism and mechanism. This paper clarifies both issues, and identifies limits and prospects for the free-energy principle as a first principle in the life sciences. (shrink)

The paper investigates the ethics of information transparency (henceforth transparency). It argues that transparency is not an ethical principle in itself but a pro-ethical condition for enabling or impairing other ethical practices or principles. A new definition of transparency is offered in order to take into account the dynamics of information production and the differences between data and information. It is then argued that the proposed definition provides a better understanding of what sort of information should be disclosed and what (...) sort of information should be used in order to implement and make effective the ethical practices and principles to which an organisation is committed. The concepts of “heterogeneous organisation” and “autonomous computational artefact” are further defined in order to clarify the ethical implications of the technology used in implementing information transparency. It is argued that explicit ethical designs, which describe how ethical principles are embedded into the practice of software design, would represent valuable information that could be disclosed by organisations in order to support their ethical standing. Courtesy of its free energy formulation, the hierarchical predictive processing theory of the brain (PTB) is often claimed to be a grand unifying theory. To test this claim, we examine a central case: activity of mesocorticolimbic dopaminergic (DA) systems. After reviewing the three most prominent hypotheses of DA activity—the anhedonia, incentive salience, and reward prediction error hypotheses—we conclude that the evidence currently vindicates explanatory pluralism. This vindication implies that the grand unifying claims of advocates of PTB are unwarranted. More generally, (...) we suggest that the form of scientific progress in the cognitive sciences is unlikely to be a single overarching grand unifying theory. (shrink)

We study the EPR-type correlations from the perspective of the relational interpretation of quantum mechanics. We argue that these correlations do not entail any form of “non-locality”, when viewed in the context of this interpretation. The abandonment of strict Einstein realism implied by the relational stance permits to reconcile quantum mechanics, completeness, (operationally defined) separability, and locality.

Saunders' recent arguments in favour of the weak discernibility of (certain) quantum particles seem to be grounded in the 'generalist' view that science only provides general descriptions of the worlIn this paper, I introduce the ‘generalist’ perspective and consider its possible justification and philosophical basis; and then look at the notion of weak discernibility. I expand on the criticisms formulated by Hawley (2006) and Dieks and Veerstegh (2008) and explain what I take to be the basic problem: that the properties (...) invoked by Saunders cannot be pointed to as ‘individuators’ of otherwise indiscernible (and thus numerically identical) entities because their ontological status remains underdetermined by the evidence and the established interpretation of the theory. In addition to to this, I suggest that Saunders does not deal adequately with bosons, and cannot do so exactly because he subscribes to PII and the generalist picture. The last part of the paper contains a critical examination of the claim (or at least implicit assumption) that the generalist picture should be regarded as obviously compelling by the modern-day empiricist. Describing and defining what 'Japan style' is, this book explores specific achievements in Japanese art and architecture, offering an analysis of the Japanese culture, its vision of the world and of humankind.

The aim of this paper is twofold: first, I provide a cluster of theories of truth in classical logic that is (internally) consistent with global reflection principles: the theories of positive truth (and falsity). After that, I analyse the _epistemic value_ of such theories. I do so employing the framework of cognitive projects introduced by Wright (Proc Aristot Soc 78:167–245, 2004), and employed—in the context of theories of truth—by Fischer et al. (Noûs 2019. https://doi.org/10.1111/nous.12292 ). In particular, I will argue (...) that theories of positive truth are _trustworthy_, analogously to the theories of full disquotational truth. Moreover, I argue that, for a given cognitive project, _if_ the acceptance of trustworthy theories is taken to be an _epistemic norm_ of cognitive project, then one has good reasons to accept theories of positive truth over other rival theories of truth in classical logic. On the other hand, the latter theories are deemed epistemically unacceptable. (shrink)

We present an axiomatic approach for a class of finite, extensive form games of perfect information that makes use of notions like “rationality at a node” and “knowledge at a node.” We distinguish between the game theorist's and the players' own “theory of the game.” The latter is a theory that is sufficient for each player to infer a certain sequence of moves, whereas the former is intended as a justification of such a sequence of moves. While in general the (...) game theorist's theory of the game is not and need not be axiomatized, the players' theory must be an axiomatic one, since we model players as analogous to automatic theorem provers that play the game by inferring (or computing) a sequence of moves. We provide the players with an axiomatic theory sufficient to infer a solution for the game (in our case, the backwards induction equilibrium), and prove its consistency. We then inquire what happens when the theory of the game is augmented with information that a move outside the inferred solution has occurred. We show that a theory that is sufficient for the players to infer a solution and still remains consistent in the face of deviations must be modular. By this we mean that players have distributed knowledge of it. Finally, we show that whenever the theory of the game is group-knowledge (or common knowledge) among the players (i.e., it is the same at each node), a deviation from the solution gives rise to inconsistencies and therefore forces a revision of the theory at later nodes. On the contrary, whenever a theory of the game is modular, a deviation from equilibrium play does not induce a revision of the theory. (shrink)

By playing a crucial role in settling open issues in the philosophical debate about logical consequence, logical evidence has become the holy grail of inquirers investigating the domain of logic. However, despite its indispensable role in this endeavor, logical evidence has retained an aura of mystery. Indeed, there seems to be a great disharmony in conceiving the correct nature and scope of logical evidence among philosophers. In this paper, I examine four widespread conceptions of logical evidence to argue that all (...) should be reconsidered. First, I argue that logical apriorists are more tolerant of logical evidence than empiricists. Second, I argue that evidence for logic should not be read out of natural language. Third, I argue that if logical intuitions are to count as logical evidence, then their evidential content must not be propositional. Finally, I argue that the empiricist proposal of treating experts' judgments as evidence suffers from the same problems as the rationalist conception. (shrink)

Steinberg has recently proposed an argument against Schaffer’s priority monism. The argument assumes the principle of Necessity of Monism, which states that if priority monism is true, then it is necessarily true. In this paper, I argue that Steinberg’s objection can be eluded by giving up Necessity of Monism for an alternative principle, that I call Essentiality of Fundamentality, and that such a principle is to be preferred to Necessity of Monism on other grounds as well.

Structural realism first emerged as an epistemological thesis aimed to avoid the socalled pessimistic metainduction on the history of science. Some authors, however, have suggested that the preservation of structure across theory change is best explained by endorsing the metaphysical thesis that structure is all there is. Although the possibility of this latter, ‘ontic’ form of structural realism has been extensively debated, not much has been said concerning its justification. In this article, I distinguish between two arguments in favor of (...) ontic structural realism that can be reconstructed from the literature and find both of them wanting. (shrink)

Some naturalistic philosophers of mind subscribing to the predictive processing theory of mind have adopted a realist attitude towards the results of Bayesian cognitive science. In this paper, we argue that this realist attitude is unwarranted. The Bayesian research program in cognitive science does not possess special epistemic virtues over alternative approaches for explaining mental phenomena involving uncertainty. In particular, the Bayesian approach is not simpler, more unifying, or more rational than alternatives. It is also contentious that the Bayesian approach (...) is overall better supported by the empirical evidence. So, to develop philosophical theories of mind on the basis of a realist interpretation of results from Bayesian cognitive science is unwarranted. Naturalistic philosophers of mind should instead adopt an anti-realist attitude towards these results and remain agnostic as to whether Bayesian models are true. For continuing on with an exclusive focus and praise of Bayes within debates about the predictive processing theory will impede progress in philosophical understanding of scientific practice in computational cognitive science as well as of the architecture of the mind. In this paper we apply the idea of Revision Rules, originally developed within the framework of the theory of truth and later extended to a general mode of definition, to the analysis of the arithmetical hierarchy. This is also intended as an example of how ideas and tools from philosophical logic can provide a different perspective on mathematically more “respectable” entities. Revision Rules were first introduced by A. Gupta and N. Belnap as tools in the theory of truth, and they (...) have been further developed to provide the foundations for a general theory of (possibly circular) definitions. Revision Rules are non-monotonic inductive operators that are iterated into the transfinite beginning with some given “bootstrapper” or “initial guess.” Since their iteration need not give rise to an increasing sequence, Revision Rules require a particular kind of operation of “passage to the limit,” which is a variation on the idea of the inferior limit of a sequence. We then define a sequence of sets of strictly increasing arithmetical complexity, and provide a representation of these sets by means of an operator G(x, φ) whose “revision” is carried out over ω2 beginning with any total function satisfying certain relatively simple conditions. Even this relatively simple constraint is later lifted, in a theorem whose proof is due to Anil Gupta. (shrink)

Logical realism is the metaphysical view asserting that the facts of logic exist and are mind-and-language independent. McSweeney argues that if logical realism is true, we encounter a dilemma. Either we cannot determine which of the two logically equivalent theories holds a fundamental status, or neither theory can be considered fundamental. These two conclusions together constitute what is known as the Unfamiliarity Dilemma, which poses significant challenges to our understanding of the epistemological and metaphysical features of logic. In this article, (...) I present two strategies to address McSweeney’s dilemma. If these arguments prove effective, they would demonstrate that our knowledge of logic is not susceptible to the skeptical concerns raised by McSweeney’s hypothesis. (shrink)

The notion of subject matter is a key concern of contemporary philosophy of language and logic. A central task for a theory of subject matter is to characterise the notion of sentential subject matter, that is, to assign to each sentence of a given language a subject matter that may count as its subject matter. In this paper, we elaborate upon David Lewis’ account of subject matter. Lewis’ proposal is simple and elegant but lacks a satisfactory characterisation of sentential subject (...) matter. Drawing on linguistic literature on focus and on the question under discussion, we offer a neo-Lewisian account of subject matter, which retains all the virtues of Lewis’ but also includes an attractive characterisation of sentential subject matter. According to the free energy principle, life is an “inevitable and emergent property of any random dynamical system at non-equilibrium steady state that possesses a Markov blanket” :20130475, 2013). Formulating a principle for the life sciences in terms of concepts from statistical physics, such as random dynamical system, non-equilibrium steady state and ergodicity, places substantial constraints on the theoretical and empirical study of biological systems. Thus far, however, the physics foundations of the free energy principle have received hardly any attention. (...) Here, we start to fill this gap and analyse some of the challenges raised by applications of statistical physics for modelling biological targets. Based on our analysis, we conclude that model-building grounded in the free energy principle exacerbates a trade-off between generality and realism, because of a fundamental mismatch between its physics assumptions and the properties of actual biological targets. On Jaeggi’s reading, the immanent and progressive features of ideology critique are rooted in the connection between its explanatory and its normative tasks. I argue that this claim can be cashed out in terms of the mechanisms involved in a functional explanation of ideology and that stability plays a crucial role in this connection. On this reading, beliefs can be said to be ideological if (a) they have the function of supporting existing social practices, (b) they are the output of (...) systematically distorted processes of belief formation, (c) the conditions in which distorting mechanisms trigger can be traced back to structural causal factors shaped by the social practice their outputs are designed to support. Functional problems thus turn out to be interlocked with normative problems because ideology fails to provide principles to regulate cooperation that would be accepted under conditions of non-domination, hence failing to anchor a stable cooperative scheme. By explaining ideology as parasitic on domination, ideology critique points to the conditions under which cooperation stabilizes as those of a practice whose principles are accepted without coercion. Thus, it seems to entail a conception of justice whose principles are articulated as part of a theory of social cooperation. (shrink)

It has been observed that whereas painters and musicians are likely to be embarrassed by references to the beauty in their work, mathematicians instead like to engage in discussions of the beauty of mathematics. Professional artists are more likely to stress the technical rather than the aesthetic aspects of their work. Mathematicians, instead, are fond of passing judgment on the beauty of their favored pieces of mathematics. Even a cursory observation shows that the characteristics of mathematical beauty are at variance (...) with those of artistic beauty. For example, courses in art appreciation are fairly common; it is however unthinkable to find any mathematical beauty appreciation courses taught anywhere. The purpose of the present paper is to try to uncover the sense of the term beauty as it is currently used by mathematicians. (shrink)

In the paper it is argued that bridging the digital divide may cause a new ethical and social dilemma. Using Hardin's Tragedy of the Commons, we show that an improper opening and enlargement of the digital environment (Infosphere) is likely to produce a Tragedy of the Digital Commons (TDC). In the course of the analysis, we explain why Adar and Huberman's previous use of Hardin's Tragedy to interpret certain recent phenomena in the Infosphere (especially peer-to-peer communication) may not be entirely (...) satisfactory. We then seek to provide an improved version of the TDC that avoids the possible shortcomings of their model. Next, we analyse some problems encountered by the application of classical ethics in the resolution of the TDC. In the conclusion, we outline the kind of work that will be required to develop an ethical approach that may bridge the digital divide but avoid the TDC. (shrink)

This article aims to systematically deconstruct four distinct narratives derived from the case of Caster Semenya v. IAAF (Court of Arbitration for Sport).

An application of Narrative Knowledge Representation Language (NKRL) techniques on (declassified) ‘terrorism in Southern Philippines’ documents has been carried out in the context of the IST Parmenides project. This paper describes some aspects of this work: it is our belief, in fact, that the Knowledge Representation techniques and the Intelligent Information Retrieval tools used in this experiment can be of some interest also in an ‘Ontological Modelling of Legal Events and Legal Reasoning’ context.

Esse estudo apresenta os conceitos de documento e documentação propostos por Paul Otlet (1868-1944) presentes no âmbito da Revista do Serviço Público (RSP). Publicada desde 1937, a RSP contempla artigos nas áreas de Administração e Gestão pública, Políticas públicas e Economia do setor público, sendo considerada um importante veículo de informação no Brasil, contemporâneo ao período de efervescência do pensamento de Otlet. A pesquisa consiste numa Revisão Sistemática de Literatura (RSL) com análise documental da RSP no período entre 1951 e (...) 1975. Como procedimento de seleção dos artigos, utiliza o protocolo de pesquisa RSL elaborado por Valentim (2020). A partir do corpus de análise dos textos recuperados identifica os artigos que apresentam os conceitos de “documento” e “documentação” segundo Otlet, bem como os elementos constitutivos sobre o cenário da documentação no Brasil, na perspectiva da publicação de autores brasileiros na RSP, concluindo que os trabalhos analisados contemplam e ampliam a temática da Documentação com importantes reflexões de Otlet para a Ciência da Informação no Brasil. We present two results which shed some more light on the deep connection between ZFA and the standard ZF set theory: First of all we refine a result of Forti and Honsell in order to prove that the universe of ZFA can also be obtained as the least fixed point of a continuous operator and not only as the greatest fixed point of the powerset operator. Next we show that it is possible to define a new absolute Gödel operation in (...) addition to the standard ones in order to obtain the “constructible” model of ZFA as the least fixed point of the continuous operator of Gödel closure with respect to the standard and the new Gödel operations.
